Sounds like he is not yet old enough, or mature enough, or confident enough to step up and pursue you.

Are you saying you think he is interested but too confused to say so?

If u tell him you are interested, then after that you know you need to let him carry the ball. Can u do that? Can u tell him you have had a crush and then let him take it from there? Or are you the kind of person that will have to carry the ball?

just plan ahead of time to let him take it from there once you let him know you are hot for him. Then you will find out if he has some balls or is a baby
