Is liking a girl reason to not have sex fast

I matched with a guy on the dating apps early December. He was in my city for some job interviews. We started texting and the chemistry was intense. We planned on him coming back to the city where I live at some point during December but then the holidays got in the way. Ever since day one we started texting it has been 3 hour long conversations and even sometimes talking hours on the phone. He has his final interview tomorrow, so we decided he would come here and spend all the weekend with me. Our first date was friday night and it was incredible, we spent the past 48 hours together, he stayed at my place on friday and i stayed with him in his hotel yesterday. We did a day trip on Saturday, hugging and holding hands all the time. He told me he could either go back to his city the same day of the interview or he could stay one more night, depending on me ( he said he . would book another night at . his hotel) The one thing that got me very confused is, we made out a lot but didn’t have sex. When I asked him why he wasn’t pushing or wanting to actually have sex he said because he liked me. Is this normal? I think it’s a great gesture but it’s hard for me to believe it when a guy lets pass a sex opportunity.
